The United States calls the Russians born in the South Kuril Islands Japanese. This is indicated in the rules for conducting green card draws published on the website of the Department of State.

“Persons born on the islands of Habomai, Shikotan, Kunashir, and Iturup belong to Japan. Persons born in South Sakhalin belong to Russia,” the instructions read on the website of the Department of State of The United States of America.

Earlier, the new South Korean ambassador to Japan, Kan Chan Il, called the Kuril Islands occupied by Russia, retracing his words, said in 2011. The ambassador also called on Tokyo to start work on compensation for forced labor during World War II.

As a result of the Second World War, a peace treaty was not concluded between Moscow and Tokyo. The Japanese side calls the South Kurils “northern territories” and does not recognize Russian sovereignty over them . Moscow, in turn, does not recognize the very fact of the territorial dispute.
