Bokaev pointed out that in Kazakhstan there are reasonable utilisbora rates, bolstered by registration fees – the highest in the world even after the 50% reduction.
“The only car recycling plant is idle (it should be noted that this plant only has a press and does not actually recycle or process cars). The farm machinery use plant, which was officially launched by former Prime Minister Askar Mamin, was built in exactly that year. About 5 billion tenge were allocated for this factory, but there is no factory,” the political scientist said.
According to Bokaev, Utilsbora’s multi-billion dollar revenue distribution is either closed or opaque, as it was before at TOO “ROP”.

“It turns out that “Utilsbor” is a hidden tax and a purely barrier norm, which benefits only a few companies and causes serious harm to all Kazakhs. There is no trace of the established function at the origin – to stimulate renewal,” emphasizes Bokaev.
Thus, a political scientist needs:
completely suppress the use of agricultural machinery, as this leads not only to the increase of agricultural machinery, but also to an increase in the price of agricultural products; reduce the usage rate for passenger vehicles up to 100,000 tenge; review the complete list of the different types of products subject to the collection of disposal fees in accordance with the order of the Minister for Ecology of November 9, 2022; radically reformat the ROP system in the country and introduce elements of competition.
