The Kyrgyz government has promised to build 420 houses for Batken residents who have suffered from the conflict with Tajikistan by the New Year. However, by then only two had been raised. Secondly, the company that won the tender does not build houses itself, but acts as an intermediary. In fact, 34 (!) companies-subcontractors are working.
Third, the tender for 1.3 billion soms was won by the company “Amanat Stroy Invest”, which was owned by 20-year-old Bekbolu Janabek uulu. Ten is a third-year student at the Kyrgyz National University. The boy is exempted from paying the contract, because he is a round orphan.
Fourth, after the bidding, the business was transferred to David Kambarov, who in the past ran a well-known chain of fast food restaurants. We found evidence of his relationship with the Director of Presidential Affairs, Kanybekom Tumanbayev.
But everything is in order. During the Batken tragedy, 420 houses were destroyed by the Tajik army. In order to construct new buildings, the authorities announced a call for tenders. Seven companies took part, and the winner was the company “Amanat Stroy Invest”. The cost of each house is estimated at 3 million 315 thousand soms. The company should have settled in two months, but during that time only two houses were built out of 420. Today, around 4,000 people remain without a roof over their heads.
MP for Jogorku Kenesha criticized the work of the company that won the tender. Among the dissatisfied years, for example, Ulugbek Ormonov.
“It is surprising that only one company won the tender for the entire Batken worth 1 billion soms. Any company could build for such money! We transfer the funds , and they are used like ours,” the parliamentarian said.
Many were interested in the origin of “Amanat Stroy Invest”. The company, which won a major tender, does not have an official website or even a page on social networks. On the site, the Ministry of Justice specifies that the company was founded by Bekbolom Janabek uulu on December 30, 2021. On November 24, 2022, it will be led by David Kambarov and Adilet Nurlanbek uulu. So, who are the people who won the state tender?
At the time of the tender, which was held on October 7, the piloting company was headed by its founder, Bekbol Janabek uulu. Emu is 20 years old and a third-year student at KNU. The professors of the university informed that ten orphans of round were exempted from the payment of the contract.
We managed to call the young man, and he admitted that he had never been involved in construction before.
“What such an experience. The reason I sold the business was so I could handle it. Don’t tell anyone, scam or anything like that,” Janabek uulu said .
The second head of the mysterious company is David Kambarov. When he learned that the journalist was worried about him, he hung up the phone and did not communicate.
The Sputnik source reported that Kambarov is closely linked to the head of the presidential administration, Kanybekom Tumanbayev. Both are from the town of Kerbena, Aksyyskogo district. Kambarov previously headed the mining company “Sai-Aska”. The “Birimdik” party sponsored the 2020 parliamentary elections and transferred 200,000 soms to its fund. Kanybek Tumanbaev presented himself as a deputy of this party.
We checked David Kambarova’s number in the Getcontact app to see how it is saved in other people’s phones. Numerous documents were found where Kambarov was listed as the manager of a fast food chain. Kanybek Tumanbaev was among the executives who cut the red ribbon this year for the photo franchise opening.
Also, in August 2021, Kambarov worked as a specialist in the logistics department of the Aydarkensk Mercury Plant. At that time, Sadyr Japarov came there, and Kanybek Tumanbaev led the tour for him.
I could not receive comments from Tumanbayeva – she did not answer the call. Dayr Orunbekov, the head of the president’s press service, said he would not give an interview and answered questions himself.
Legally, Kanybek Tumanbaev has no connection with the construction company Amanat Stroy Invest. Although Kambarov and Tumanbaev have participated in some events together, we see no signs of breaking the law,” Orunbekov stressed. We turned to Gosstroy to find out the reasons for the construction delay. Former head of the department Nurtazin Zhetibaev said that the company “Amanat Stroy Invest” did not independently build houses in the Batken region, but hired 34 contractors.
“Due to the remoteness of the territory, there was no water or electricity. Most of the building materials had to be brought from Bishkek, and work started at the end of October,” he said.
At the same time, Zhetibaev said that all the money already transferred to the company amounted to 1.3 billion soms. However, contractors complain that they have not yet received the funds. One of them, the director of the construction company “Anar Residence” Jyrgalbek Jumabayev, confirmed that the general contractor did not transfer the money in time. According to him, otherwise the construction would have already been completed.
“My hotel will ask, but what will it give me?” Then they said you need to transfer money from Bishkek. We have finished the house, only the interior work remains. Now 70% of the funds have been transferred to us and 30% remain. If they were transferred, we would finish quickly, “assured Jumabaev.

Of course, it cannot be said that the money flew in an unknown direction. It remains to be hoped that the authorities will take steps to quickly complete the construction of houses for the inhabitants of the Batken region.
