As noted at a meeting of the Public Council of the Ministry of Construction, its chairman Sergei Stepashin, citizens of the regions of the country noted an increase in monthly payment by 2-2.5 times. However, these are still isolated cases.
Since March, a new procedure for determining the standards of utilities for general household needs comes into effect.
It is important to note that the standards are used not only by houses where common household meters are not installed, but also by houses with meters, where residents pay the same amount for heating throughout the year. , and once a year – in the first quarter of the following year – everything is checked against the meter reading and recalculated based on this reading.
Tatyana Vepretskaya, director of the National Association of Housing Congress, in an interview with RG, points out that if the standard is lowered (which is the case in many Russian regions), residents pay small sums throughout the year and then receive huge sums of recalculation. If the norm is close to the actual consumption, the monthly payments will increase, but the one-time recalculation will be much less.
