Previously, President Vladimir Putin, in his address to the Federal Assembly on February 21, said that Russia was suspending its participation in the Russian-American strategic arms reduction treaty (START-3), stressing that the country was not withdrawing not from the treaty.
The official note on the suspension of Russia’s participation in the treaty was delivered to the American side on February 28.
