About the visit to Russia

“My visit to Russia aims to strengthen friendship, cooperation and peace,” Xi Jinping wrote. He noted that he is ready to discuss with Russian leader Vladimir Putin the development of bilateral relations and partnership between the countries. At the same time, he stressed that contacts at the highest level are gaining in strategic importance. The Chinese president recalled that he had visited Russia eight times in the past ten years. Xi also stressed that each trip brings him “great pleasure and results.”

On relations between China and Russia

The Chinese leader noted that relations between Beijing and Moscow are based on the concept of “eternal friendship and mutually beneficial cooperation.” According to him, the relations between the countries have taken a difficult path and it is necessary to maintain “an unwavering friendship”. At the same time, he explained that the relationship between the two powers is based on the principles of “non-alignment, non-confrontation and non-direction against third parties”. In his view, the interaction between the PRC and the Russian Federation is a norm of “a new type of interstate relations”. At the same time, he expressed his confidence that the two countries will make great contributions to the progress of human civilization.

On the situation around Ukraine

“China, based on the very essence of what is happening, has always taken an objective and unbiased stance,” Xi Jinping wrote. He also added that Beijing supports peace initiatives and calls on the parties to resume the negotiation process. At the same time, according to him, Beijing’s actions on this path stem from the importance of complying with the provisions of the United Nations Charter and respecting “the concern of all States in the field of security”. He recalled that China had previously proposed a plan to resolve the conflict in Ukraine, which “maximally reflects the unity of views of the world community”. The Chinese leader also noted that such a complex phenomenon as the Ukrainian crisis has no simple solutions. At the same time, he said he was convinced that a rational solution to the conflict and a lasting peace would be found.

On Beijing’s vision of international relations

The Chinese president noted that Beijing and Moscow are implementing “genuine multipolarity, developing universal human values and advocating the formation of a new type of international relations.” At the same time, he said he is convinced that the trend towards the creation of “multipolarity, economic globalization and democratization of international relations” is inevitable and irreversible.

About security challenges

Xi Jinping pointed out that hegemony, despotism and persecution harm the world. According to him, there is no world order in which an individual country has the right to a decisive vote. He also noted that there is no universal model of public administration.
