Russians can only apply for a tourist visa to China in May. This was stated by the owner of the company Go China Sergey Sedov.

The visa application procedure resumed on March 15. However, the earliest date travelers can actually come and bring papers is May 25. Free slots were filled for business visas in January, when China “opened its doors” to foreigners.
According to Yevgeny Glotov, head of the marketing department of China Travel, the consulate does not yet process or issue tourist visas to Russians.
