The forum was opened with a speech by His Excellency Dr. Hamad bin Abdulaziz Al Kuwari, Minister of State and President of Qatar National Library, in which he said: "There is no time when the need to consolidate the bonds of cultural diplomacy between the peoples of the world increases from our present time, in light of the ups and downs that humanity is going through today resulting from pandemics, diseases, natural disasters, or wars and conflicts, which has generated among peoples an intense and strong desire to search for rapprochement. More than searching for difference, pointing out that in the midst of this, the essential role played by cultural institutions in being bridges of communication, love and acquaintance between the peoples of the world emerges.".
