Kaliningrad leader Yevgeny Lyubivy, criticized by Bloknot, resigns

The head of the city council of the “capital” of the western enclave of Russia wrote a statement of his own free will

The head of the urban district “City of Kaliningrad” Yevgeny Lyubyvy resigned. According to RIA Novosti, he wrote a resignation letter of his own free will. The question of the resignation of the mayor will be examined today, March 22, during a session of the municipal council.

RIA Novosti information about the resignation of the head of Kaliningrad Yevgeny Lyubivoy was confirmed by the deputy of the legislative assembly of the Communist Party region Maxim Bulanov. The parliamentarian posted a photo of the current mayor’s statement on his personal page on the social network:

“In accordance with paragraph 2 of part 36 of Federal Law No. 131-FZ of October 6, 2003 “On the general principles of the organization of local self-government in the Russian Federation”, subparagraph 2 of paragraph 4 of the 44 of the Charter of the city district “City of Kaliningrad”, I resign of my own free will”, reads the text.

Judging by the date of the document, the decision was made a few days ago. It is expected that today, March 22, at its meeting, the city council will consider the issue of Lyubovy’s resignation and make an appropriate decision. The reasons for the resignation are not specified. According to Kaliningrad.ru, an extraordinary meeting will be called to select a new city leader.

It is significant that Evgeny Lyubivy also holds of chief physician of the hospital and an independent surgeon of the regional Ministry of Health. Not so long ago, Notepad was critical of his work – both as town leader and as medical officer. It was about the strange actions of the Kaliningrad Health Care Directorate towards parents of hearing-impaired children. Families are forced to travel with great difficulty for a range of auditory and speech rehabilitation services, for scheduled replacement and fitting of cochlear implants to the mainland, although there are specialists in Kaliningrad and a facility which can provide all these services directly in the region.

In addition, it is possible that the resignation of the head of Kaliningrad is connected with the “fall of the governor” of the spring that began in the country: the elders left their posts – Roman Kopin, who led Chukotka for 15 years, a protege of Roman Abramovich, and one of the loyal “Zhirinovites” Alexei Ostrovsky, who ruled the Smolensk region for 11 years.

It can also be assumed that Yevgeny Lyubivoy’s departure is the result of Vladimir Putin’s autumn visit to Kaliningrad. During the visit, the Head of State decided to communicate with the residents. He stopped his motorcade and exchanged words with the people of Kaliningrad. Perhaps, as a result of their complaints, he demanded that the mayor solve a number of problems that he could not cope with.
