Ministry of Justice: Registration of the first Qatari company in the experts’ rolls

The first Qatari company specialized in expert work took the legal oath at the headquarters of the Ministry of Justice today, and it is the first legal person to be registered in the lists of accredited experts before the judicial authorities in the country in accordance with the controls contained in Law No. (16) of 2017 regulating expert work. The company was handed a certificate of registration to carry out its duties to provide computational expertise before the courts and competent authorities, after the experts registered with the company were registered among the experts in the roster at the Experts Department at the Ministry of Justice. As part of its efforts to upgrade the expertise sector in the country, and to activate the provisions of Law No. (16) of 2017 regulating expert work, the Department of Experts at the Ministry of Justice announced earlier that it would open the door to receiving applications for registration of the legal person in the expert registration lists with the department. The Department of Experts at the Ministry of Justice clarified the conditions for registration, which require that the registered company be in accordance with the provisions of the law regulating companies, and that the shareholding of the Qatari partner or partners in it not be less than 51 percent of its capital. The tax card of the company should also be attached in the event of a foreign partner and in cases that require the declaration of the owner of the company a tax declaration, and that he has not been declared bankrupt by a final judgment, and that the employees of the legal person in the field of expertise meet the conditions required for a natural person in accordance with paragraph (a). On this occasion, Mr. Ahmed Hassan Al-Kuwari, the Assistant Undersecretary in the Office of the Minister in charge of the duties of the Assistant Undersecretary for Legal Affairs, said that the Ministry of Justice aims to provide the appropriate conditions of qualification, training and support to raise the level of Qatari expertise so that we have companies specialized in this sector, similar to the companies working in this field. Regionally and globally, and in order to establish an integrated Qatari expert system that includes qualified companies and individuals to achieve the aspirations of our wise leadership to establish effective justice. The Ministry also looks forward to finding Qatari companies specialized in various legal professions, whether in areas of expertise, law, or other legal professions. He stressed that this step, the first of its kind, will constitute a shift in the work of expertise and the addition of a specialized and qualified cadre to its counterparts in the judiciary, stressing the keenness of the Ministry of Justice to encourage Qatari experts and qualify them in various fields, especially delicate and rare specializations that meet the needs of society and keep pace with the comprehensive economic, social and legislative renaissance. taking place in the country. He pointed out that 231 experts registered in the expert management tables at the Ministry of Justice were licensed, including 48 engineering experts, 56 accounting experts, 50 real estate experts, and 77 people with a variety of expertise. He added that the Ministry of Justice is working on preparing and fully qualifying national cadres and expertise, and is working to attract people with rare expertise to enhance the efficiency of expert work in the judicial authorities, and to provide the necessary technical expertise in various fields and specializations, in order to achieve the goals that the Ministry of Justice seeks to achieve for our legal system by providing expertise. Keeping pace with the comprehensive renaissance witnessed by the state in all fields, in a way that contributes to the consolidation of justice. As part of its efforts to strengthen the national cadre of experts, the Ministry of Justice is currently working to increase the number of experts and diversify their areas of expertise, especially accurate and rare technical expertise. The experts list the tables and authorize the experts to practice the work of expertise. The Committee of Experts Affairs and Experts Department at the Ministry of Justice is working to increase moral experts by entering houses of expertise in various fields in order to provide highly qualified expertise to the justice investigation agencies. The Experts Department is currently studying more than 50 new requests to register new experts in various fields of expertise. The Department of Expertise is concerned, in general, with organizing the expertise profession and striving to develop it in accordance with international standards, starting with receiving applications for registration of experts such as (accountants / engineers / doctors / specialists … and others). The department sorts, reviews and classifies applications for registration of experts according to their general and precise specializations and practical experience. The Department is also responsible for following up and monitoring the work and reports of experts in the tasks of expertise entrusted to them, leading to complaints against experts and taking the necessary actions in this regard. In order to facilitate the procedures for registering experts, the Department of Expertise at the Ministry of Justice has provided an electronic page that allows submission to register or renew the registration of experts, whether the expert is legal or natural (companies or individuals) in the experts’ list, accompanied by a list of registration requirements to facilitate their attachment to the application.
