According to the report of the Accounts Chamber for 2022, the dependence of Russian regions on financial assistance from the federal budget persists. Auditors noted that more than 60% of revenue from 10 regions was generated by free revenue from other budgets of the Russian Federation, while only four regions (Moscow (97.5%), St. Petersburg (96 .6%), Tyumen region (94.5%), Sakhalin Oblast (92%)) derive more than 90% of their income from tax and non-tax revenue.
Nevertheless, at the end of 2022, the execution of the consolidated budgets of the regions of Russia turned out to be stable and showed a positive trend of income (by 12.1%) and expenditure (by 16.2%). However, the high surplus of the consolidated budgets of the regions decreased significantly by the end of the year and amounted to only 50.1 billion rubles as of January 1, 2023. At the same time, the public debt of entities constituent institutions of the Russian Federation on budgetary loans increased by 44.4% to 1,980 billion rubles, while the state debt on loans from credit institutions decreased by 51.4% to 126.2 billion rubles.
