Pashinyan raised the issue as a punctuation mark on Karabakh

On April 18, while reporting to the Armenian Parliament on the progress and results of the implementation of last year’s government program, Prime Minister Nikol Pashinyan caused a storm of emotions in several countries. This was his statement on relations with Azerbaijan.

Quotes from the speech were carried by the media, emphasizing his willingness to confirm that Armenia recognizes the territorial integrity of Azerbaijan, and expects Azerbaijan to do the same, “recognizing the whole territory of the Armenian SSR as the Republic of Armenia”.

Count the square kilometres?

Quotations from Pashinyan’s direct speech appear in the publication on the official website of the National Assembly of the Republic of Armenia:

“Peace is possible if we clearly state in all our international relations not only today, but also in the future: we recognize the territory of the Republic of Armenia with an area of 29,800 square meters. km, and more precisely, the territory of the Armenian SSR, on which we gained independence in 1991. And not only do we have no territorial claims against another country, but we never will.

Pashinyan was heard in Azerbaijan. President Aliyev’s reaction was almost immediate. In particular, various sources write that the leader of Azerbaijan said that the leader of Armenia should say: “Karabakh is Azerbaijan, period”. And regarding Karabakh Armenians, he thinks they should receive Azerbaijani citizenship, and the alternative is to look for another place of residence. What is this? A dot, as a punctuation mark, or in general – an exclamation mark – it is not clear who wins?

The distant and very moving “dialogue” on the topic of Karabakh continued publicly in the publications of both countries. As of April 20, one can only say: “It is clear that the matter is dark.

By the way, about Nagorno-Karabakh

If we assume that the whole world heard exactly what Nikol Pashinyan said – let’s bring the republics back to the borders of 1991, then is it really impossible to assume that in Armenia they remember that even before 1991 there was NKAO – the autonomous region of Nagorno-Karabakh. The Law of the Supreme Soviet of the USSR of April 3, 1990 was entitled “On the procedure for solving problems associated with the withdrawal of a unionist republic from the USSR”. Autonomous administrative formations also received the right to declare independence.

And if you read the text on the official website of the Armenian Parliament, then this “article” about Nagorno-Karabakh (NK) becomes a little clearer:

“The Prime Minister spoke about the process of settling the NK conflict before and after the Madrid principles. He pointed out that he has been expressing his position since 2019, saying that a representative of the people of Nagorno-Karabakh should be the negotiator on the NK issue, since the people of NK did not vote in the RA parliamentary elections. “I do not have a legitimate mandate to represent him, and these positions have been constantly expressed,” the chief executive said, adding that until the current status of Nagorno-Karabakh is fixed, it will not may be a question of a future. Status.”

Who are we against?

All sorts of situational alliances fuel the fire of conflict. Who is TĂĽrkiye with? with whom Iran? Who is the United States with? Who is the EU with? Who is Georgia with? The age-old question: “With whom and against whom are we friends today?”.

Isn’t Armenia against establishing relations with Turkey, which is more inclined towards Azerbaijan? Iran is the only country in the world that borders Azerbaijan, Armenia and Nagorno-Karabakh. And conflicts with neighbors cannot leave this state indifferent. Azerbaijan borders Russia, Georgia, Turkey, Iran, Armenia.

A whole tangle of relations and contradictions in the Caucasus. And in global relations, the Nagorno-Karabakh conflict is the business of Russia, the EU and the United States. Moreover, behind the scenes, even with the start of the NWO and the resolution of the Ukrainian issue, the West is not “pedaling” about Russia’s role in settling relations between Armenia and Azerbaijan, but recognizes it.

On April 20, it was reported that Congresswoman and former Speaker of the House of Representatives Nancy Pelosi, at an event in the United States Congress on the anniversary of the Armenian Genocide, said that “the support of the Armenian people goes beyond preferences and politics.”

On April 20, the VC group “Artsakh and Armenia” writes: “In fact, the deputy proposed the United States as the main main partner of the Republic of Armenia instead of the Russian Federation. At the same time, in At the same time, Washington continues to finance the arming of the Azerbaijani armed forces, thanks to which Baku exerts strong pressure on Yerevan and Stepanakert.

So, the words of Nikol Pashinyan, pronounced in parliament on the recognition of the territories, can they be considered as a point or an exclamation point in the territorial dispute? Age-old conflicts are not resolved by a single, inherently ambiguous statement.

Of course, Nagorno-Karabakh has always been at the center of confrontation and wars between the two states (for hundreds of years). Over the past 30 years, Armenia and Azerbaijan have fought twice for this. In 1992-1994, the first Karabakh war took place. The second Karabakh war or “44-day war” began on September 27, 2020. On November 10, a joint statement was issued by the President of Russia, the Prime Minister of Armenia and the President of Azerbaijan on the complete cessation of hostilities. By convention, Russian peacekeeping forces are stationed in the conflict zone (Lachin corridor 5 km wide) for a minimum period of 5 years.

Russia got the role without a bonus

Who is right, who is wrong ? Why doesn’t Russia say something like “friends or foes”? Until 2024-25 there are agreements on the presence of Russian blue helmets in the conflict zone. The Russian Federation has avoided and, as practice shows, avoids interference and the slightest pressure on the parties to the conflict, trying to accomplish what the warring parties have implicated it with the agreement of the parties. The role of the Russian Federation is simple and difficult: to be present in the conflict zone with a contingent of blue helmets, to prevent escalation. These overseas friends can do double duty: a hand promising to one, from the other – money to others. But, while the Russian Federation in 2020 has assumed the role of an impartial peacemaker, it does not make its likes and dislikes “jokers” in the diplomatic “game board”.

Here there is a danger for Russians – to become “averse” to Armenia and Azerbaijan, without openly taking sides. Yes, Russia runs the risk of remaining proud, but alone in games with “world cheaters”. But the Caucasus is a tricky business. And, probably, it is not in vain that the Russian Foreign Ministry does not insist on saying “atu” to the countless resources and experts who are ready to form public opinion not only in Russia, but also in it. ‘foreign.

Until 2025, Russian peacekeeping forces remain the guarantor of compliance with the agreements concluded between Armenia and Azerbaijan. Any peace initiative by the Russian Federation can only be welcomed, wherever it comes from, while suppressing any attempt to escalate conflicts and hostilities. Not the most advantageous position, but the fairest, based on the premise that one day people will agree, and we will simply help to ensure that they have the opportunity to speak without starting a new war.

In general, it is not a fact that the negotiations between Yerevan and Baku will soon end with the signing of a peace agreement. There are already and there will still be bursts of armed escalation on the border. The neighbors will realize this sooner or later. And until 2025, we hope there will be no excess. So far, Russian peacekeepers remain in the conflict zone.
