Zelenskyy’s speech came as he visited a number of European countries in a bid to obtain more weapons.
Speaking to reporters in Rome, Zelenskyy said: “Ukrainian forces are seriously preparing.”
He added: “There will definitely be some very serious steps. I can’t tell you (when)…but you will definitely see it, and in turn Russia will feel it.”
He continued, “We believe in victory and believe that the first important steps will soon be taken.”
A senior US military official told CNN last week that Ukrainian forces had begun “shaping” operations ahead of the counterattack.
“Training” includes striking multiple targets, such as arms depots, command centers, armor and artillery systems, in an effort to prepare the battlefield, before forces advance.
After Italy, Ukraine’s president arrived in Germany on Sunday morning, which yesterday announced a new military aid program for Kiev worth more than 2.7 billion euros ($3 billion), including tanks, air defense systems and ammunition.
