Giants and small companies have been racing for months to use artificial intelligence, allocating countless data and billions of dollars for it, while critics fear the technology could add to the damage to society.

“There’s no way to lock up this genius,” said Sen. Cory Booker, one of many lawmakers wondering how best to control artificial intelligence. “It’s a global explosion.”

Senator Mazie Hirono highlighted the threat of misinformation in the run-up to the 2024 election, saying, “In the context of the election, for example, I saw a photo of former President Donald Trump being arrested by the NYPD, and this photo has gone viral.

Hirono pressed Altman to clarify whether he considered the fake image harmful.

Altmann responded that creators of such images using generative AI technology should explain when they were created, not post them as if they were real.

Speaking before Congress for the first time, Altman said the United States should generally consider licensing and testing requirements to develop AI models.

Asked what he thinks about the type of artificial intelligence that should be subject to licensing, Altman said it was the model that could guide a specific belief or manipulate the beliefs of individuals.

He added that companies should also have the right to say they don’t want their data used for artificial intelligence training, one of the ideas currently being discussed in Congress.
