Recently, Egyptian Prime Minister Mostafa Madbouly held a meeting with a number of officials, in order to make changes to the draft reconciliation law for construction offenses, and to take all necessary measures to facilitate the procedures, in coordination with Parliament, and to arrive at the most appropriate formulas. to handle all cases.

Nader Saad, spokesperson for the Presidency of the Council of Ministers, announced that the purpose of the amendments is to add a number of facilitations in order to help overcome certain administrative and procedural aspects in order to achieve the objective of the State to close the case of the violations permanently.

Increase by an additional 6 months the prescribed time limit for filing squatter applications to legalize their status, and it is permitted to extend this time limit for another similar period. Create committees to review grievances. Legalize the issue of collecting consideration to benefit the landlord and stipulate that payment of consideration to benefit will result in the closure of the criminal case. The public prosecutor orders the suspension of execution of the sentence if the payment is made during its execution.

3 million buildings in violation

And sustainable development and urban development expert, Hussein Hassan, believes that Egypt’s building violations record is one of the tricky ones, as there are a large number of offending buildings that exceed 3 million. of buildings, and more than 400 thousand floors which violate the requirements of correct construction in all the governorates of the Republic.

And Hassan continued in his interview with “Sky News Arabia Economy”:

The Building Offenses Reconciliation Law is very important, as it will increase state resources by nearly 600 billion Egyptian pounds ($19.4 billion) and improve the level of services provided to citizens. The engineering departments located in the various governorates of the Republic must understand the amendments to the Construction Offenses Act. Amounts were being collected from breaches that would not be reconciled, and at the same time, there was no legal clause allowing refunds in the law, so some changes had to be made. Professors of engineering and urban planning are the most aware of the nature of this dossier, so their advice should be taken seriously to arrive at this dossier safely. Villages must be entered, as there are more than 4,700 Egyptian villages, by means of equipped cars that reach most citizens at the Republic level. The work of the “space variables” units that monitor violations by satellite must be activated, with rapid intervention to repel violations, without waiting for the actions of the executive authorities that require a lot of time, when the volume of the violation has increased. I suggest that there be a new unit within the policing system related to construction infractions and farmland encroachments, to monitor infractions and stop them quickly. Local government employees should be trained to optimally deal with citizens in a manner befitting the new republic.

At the same time, Ayman Tariq, professor of urban planning at Cairo University’s faculty of engineering, believes that the amendments to the reconciliation law are aimed at citizens, because the primary tendency of the state is not to demolish the real estate, but rather to find solutions to facilitate them and solve their problems, while submitting various documents with which the reconciliation takes place. And the completion of the installation of all services such as electricity, water and natural gas.

In his interview with Sky News Arabia Economy, the urban planning professor confirmed:

The illegal real estate crisis has been plaguing the society for years and the state has been trying hard to solve it in the last period. Penalties for violators must be severe, whether financial penalties or prison sentences. Activate the work of the engineering authorities responsible for giving approvals for new real estate, and in case of violation, the real estate will be immediately demolished. Halt construction in cities and overcrowded areas in all governorates of the Republic. Activate building laws in a manner commensurate with the nature of the location and surrounding street area, and only convert lower floors to warehouses or stores with strict approvals.
