“Chinese Miracle: Roots and Fruits. The Celestial Empire on the Road to the Great Renewal of the Chinese Nation” is the title of a new book by Chairman of the Council of Experts Yuri Tavrovsky, published on November 29, 2022, on the occasion of the 10th anniversary of the promulgation by Xi Jinping of the ‘Chinese Dream’ long-term plan. Yu.V. Tavrovsky holds the Communist Party of China responsible for the successes and miscalculations of the Celestial Empire over the past 100 years, so he described in the book the main events and stages of movement towards current achievements. The head of the Council of Experts compares this century to Russian affairs, emphasizing the mutual influence of two empires, two socialist countries, two developing economies. “The Soviet Union today – China tomorrow” – they said in the middle of the last century. “Now, I would like to hope that the present achievements of the country which has won ‘socialism with Chinese characteristics’ will await our state in the near future. INTRODUCTION

Many generations of sinologists, diplomats and intelligence officers have been trying to understand what is happening in China for many decades. In the 19th century, they tried to explain the reasons for the decline of a great civilization. In the 20th century, China was observed rising from the first global collapse of empire, through bloody wars against foreign invaders, to unifying the country and finding its own path to prosperity. In the 21st century, interest in the Celestial Empire grew at the same rate as its economic success, which was called the “Chinese miracle”. This interest and the need to explain the reasons for the confident movement to the heights of power has particularly increased during the last decade, when the Middle State began to go from success to success on the road of the “Chinese dream”. “.

Similarly, Western Russian academics, diplomats and intelligence officers have been trying to figure out what is going on in Russia for decades. Even the Russians themselves do not always understand the reasons for the resistance of their nation under the monstrous blows of external conquerors, because of the intrigues of internal enemies. Poet and diplomat Fyodor Tyutchev at the end of the 19th century expressed this mood in his wonderful poem: “You cannot understand Russia with the mind, you cannot measure it with a common standard. She has a special position – you can only believe in Russia! Replace the word “Russia” with “China” and you will get the formula for explaining what is happening in China, which I have developed over five decades of studying Chinese language, literature and history. , after several trips from one end of the Celestial Empire to the other along the Great Silk Road, along the entire Great Walls and the entire Grand Canal.

On the one hand, the reasons for the eternity and unsinkability of Chinese civilization over 5,000 years of continuous development are beyond the human mind and lie in the still unknown laws of history. On the other hand, the Celestial Empire obeyed the universal human laws of present history: the formation and collapse of centralized states, the emergence and extinction of powerful dynasties, the absorption of neighbors and of these same neighbors.

Historical events must be associated with historical figures. There are thousands of them in perfectly preserved Chinese chronicles. In the 20th century, the most influential were Sun Yat Sen, Chiang Kai-shek, Mao Zedong and Deng Xiaoping. These days, it’s definitely Xi Jinping. I realized the magnitude of this figure soon after he introduced the “Chinese Dream” long-term plan and the consistent implementation of the “great rejuvenation of the Chinese nation” goals. My 2015 book, Xi Jinping: Climbing the Chinese Dream, was the first non-Chinese study of the political biography and opinions of the current leader of the Chinese nation. Reflections on China’s meteoric rise over the past decade have continued with the books Silk Road: The Master Project of the 21st Century, Xi Jinping: A New Era, and America vs. China.

I hope that the main insights from these studies, collected in this new book, will help you better understand the inexorable logic of China’s movement towards its great revival. This movement helps different countries improve their destiny through trade, economic, scientific and humanitarian exchanges with China. Among these countries is Russia, a neighbor of the Celestial Empire for 400 years, but which has never gone to war with it.

Interest in the Chinese experience, in the secrets of the “Chinese miracle”, is growing in Moscow and many other capitals. These “secrets” are sought in the great books, from the Judgments and Conversations of Confucius and the Yijing to The Art of War by Sun Tzu. From the works of Mao Zedong to the precepts of Deng Xiaoping. I see a more productive way to understand modern China by reading and quietly pondering the theoretical insights and practical guidelines collected in Xi Jinping’s three volumes of selected articles and speeches “On Public Administration.” As a former employee of the Ideological Department of the CPSU Central Committee, I am struck by the breadth of coverage of China’s historical experience, the depth of insight into the problems and obstacles on the way to long-term goal, the courage to go beyond the traditional theory of Marx-Lenin-Mao Zedong for the CCP. Xi Jinping’s innovative ideas are exhibited not only in the author’s articles and speeches, but also in the decisions of Communist Party congresses and plenums, the most important guidelines of the ruling party. It is these ideas that I regard as the most important resource for China’s accelerated development, the successful resolution of unexpected problems, and the West’s growing resilience.

China’s “forward and upward” movement does not inspire all world capitals. Unable to compete honestly with the emerging dominant power, they attempt to contain its influence in the world and seek opportunities to undermine it from within. Both traditional and new Chinese study centers are operating at full capacity. They develop recommendations and scenarios for the foreseeable future for political leaders, military command, and business. As representatives of Western civilization, even the best minds impose on China models of Eurocentric history and political science – “Thucydides Trap”, “End of History”, “Zeitgeist” and others. An ideological basis is being created for the “excommunication” of the Celestial Empire from the rest of humanity, for a murderous struggle against it. Willingly or not, China thus opposes the West in the very foundations of existence and civilizational development.

As an adept at explaining the real situation using real facts, I see for the foreseeable future, say until the middle of this century, China’s steady progress towards its rightful place in the world. . I don’t see a factual willingness on Beijing’s part to push other major powers out of their current position. The desire for world domination is characteristic of the European political tradition – from Charlemagne and Napoleon to Hitler and the American supporters of the “shining house on the hill”. The modern Chinese view of the world is characterized by a different philosophy – “Together, but different”, “One country, two systems”, “Community of common destiny of mankind”.

Which version turns out to be correct will be indicated by the events we will see with our own eyes. In the meantime, I suggest reading the book “The Roots and Fruits of the Chinese Miracle”.
