The Arab Parliament participants from Libya, Egypt, Sudan, Chad, Congo, and Niger, rejected all forms of foreign interference in Libya’s internal affairs, and want to get all foreign fighters and mercenaries from Libyan territories. The Arab leaders underlined the importance of building confidence among parties concerned with the Libyan crisis to provide an appropriate atmosphere for coming elections in 2021.
The principles of the meeting agreed to support the Libyan agenda to ensure its stability, and agreement on the priority of border security for countries in the region. The conference also agreed to activate the quadripartite agreement on securing the borders between the southern neighbors to unify their positions, stressing that border security is a priority, knowledge, and development, and we are working on cooperation.
The foreign ministers of Libya’s neighboring countries called for activating the quadripartite agreement between Libya and the neighboring countries to secure the common borders, reactivating the two sub-committees on politics and security, chaired respectively by Egypt and Algeria, with defining topics and issues.
The final statement of the foreign ministers of Libya’s neighboring countries stressed the pivotal role of neighboring countries in supporting the Libyan track under UN auspices, and the importance of consultation in the Libyan Political Dialogue Forum and work on coordination between the Joint Military Committee “5 + 5” and the neighboring countries of Libya regarding the withdrawal of mercenaries and foreign forces to put An effective and practical mechanism between the Libyan side and the neighboring countries.
Furthermore, the foreign ministers of the neighboring countries called for the necessity of the withdrawal of all foreign forces, foreign fighters, and mercenaries in accordance with Security Council Resolution 2570 and the ceasefire agreement. He added the utmost importance to achieving a comprehensive and credible national reconciliation within the framework of the efforts of the African Union and the neighboring countries of Libya, welcoming the efforts of the African Union High-level Panel on Libya and the African Union Commission to pave the way for convening the National Reconciliation Conference between Libyans in coordination with neighboring countries.
In addition to the formation of the transitional authority represented by the Presidential Council and the National Unity Government that gained the confidence of the House of Representatives, as well as the reopening of the coastal road linking eastern and western Libya. The urgent need to strengthen confidence-building measures in order to create the appropriate climate for the success of the elections, the paramount importance of a comprehensive and credible national reconciliation in the framework of the endeavors of the African Union and the neighboring countries of Libya, and for this purpose they welcomed the announced steps to be taken in the near future by the African Union High-level Panel on Libya and the African Union Commission In order to pave the way for holding a national reconciliation conference between Libyans, in coordination with neighboring countries.
In conclusion, the ministers agreed to coordinate their collective efforts towards all Libyan parties to put an end to the crisis in accordance with the UN track. A ministerial delegation would visit Libya to express solidarity with the Libyan people and communicate with all Libyan parties, with the aim of evaluating the course of the political process that precedes the elections scheduled for the end of the year. Supporting the Libyan initiative for the stability of Libya to implement Security Council resolutions 2570 and 2571 and Berlin outputs 1 and 2, coordinate efforts, and hold consultative meetings before upcoming deadlines called for by the Libyan side. Intensifying communication with all foreign parties, to emphasize the inevitability of a political solution as the only peaceful solution to the Libyan crisis. Reactivating the two sub-committees on politics and security, which are chaired respectively by Egypt and Algeria, with defining and framing the topics and issues that they undertake if they meet as soon as possible.
This conference aims to reach security and stability in Libya territory, to unify the State’s sovereign institutions, in particular military and security zones, to reach the election 2021.
