International Criminal Court: 4 “secret” arrest warrants in Libya

“I can announce today that 4 arrest warrants have been issued by the independent judges of the International Criminal Court,” Khan added when presenting his semi-annual report on Libya to the council.

And he added that his office had filed, in recent weeks, a request to issue two additional arrest warrants, but that the judges had not yet decided the question.

• The arrest warrants are currently classified, and therefore it is not clear who they are for or what crimes the ICC prosecutor specifically charges them with.

• The Public Prosecutor asked the judges to lift confidentiality.

• The Security Council referred the situation in Libya to the International Criminal Court in 2011.

• The court indicates on its website that the investigation is focusing on allegations of crimes against humanity and war crimes, committed since February 15, 2011.

• Libya has not seen much peace since the 2011 NATO-backed protests and its 2014 split between warring factions in the east and west.


• The main fighting ended in 2020, but no progress has been made towards a political solution, as armed factions dominate the ground.
