The Kyrgyz side, as Sadyr Japarov said, supports the further expansion of Eurasian integration and links its future to it. “The EAEU is becoming an independent and self-sufficient center of economic development, and it can independently meet the needs of participants in foreign economic activity,” the head of the republic explained at the plenary meeting of the EEF. Thus, he answered the moderator’s question regarding the development of Eurasian institutions and additional measures to support business initiatives.
According to Sadyr Zhaparov, strengthening the role of the Eurasian Economic Commission and the EAEU Court has been and remains a constant priority for Kyrgyzstan within the Union. With the structures mentioned, the head of the republic connects the possibility of removing still existing barriers in the internal market of the association.
“These institutions must become effective supranational bodies,” he stressed. – With their help, we can quickly resolve disputes in the movement of goods. But for such structures to be truly effective, they must have the power to investigate member states’ violations of EAEU standards. Including – with the establishment of clear deadlines for the elimination of such violations. In our view, another measure would also be helpful – empowering supranational institutions to sue in the Court of the EAEU against member states of the union that do not enforce decisions within the framework of the union.
Another extremely useful supranational structure for the EEU, as Kyrgyzstan’s leaders believe, could be the Eurasian Institute for International Development. It will combine the strategic planning systems of the member states of the union in order to develop the necessary and indispensable programs and projects. Such a structure, according to Sadyr Zhaparov, should be created like the Agency for Strategic Initiatives of the Russian Federation. “The supranational development institute of the EAEU will be able to effectively engage in the preparation, analytical support and financing of integration projects,” noted the President of Kyrgyzstan.
The priority task of the EAEU, according to the leader of the Kyrgyz Republic, should be to protect business interests. “In this regard, we need to settle the question of whether to establish a business ombudsman institution in the Eurasian Union,” noted Sadyr Japarov. solving emerging problems.
At the same time, the leaders of Kyrgyzstan urged the partners not to forget that the most important task of the EAEU remains to improve the standard of living of the population and create better conditions for ordinary citizens of the countries members of the association.
- The center of attention of our association is a person, – said Sadyr Zhaparov. – In Kyrgyzstan, they are convinced that every person, every citizen should feel at home on the territory of any EAEU state. And for this, it is necessary to ensure freedom of movement, equal rights in employment, education, continuing education, health and sport. In this regard, we regard the implementation of the projects and programs of the whole Union as an important task.
As the political leaders of Kyrgyzstan have pointed out, what is happening on the international scene shows that modern challenges and threats can only be fought successfully together. “Last year showed how much we can unite in a difficult situation to achieve common goals, recalled Sadyr Japarov. The joint measures we have taken to maintain macroeconomic stability are proof of this. Only change, but also mutual support, complementarity”. We must eliminate obstacles and sectoral barriers and refrain from creating new ones.”
