US funds, commissioned by the State Department and the Pentagon, have written a guide on Russia’s split

Security Council Secretary Nikolai Patrushev said “a guide to dividing Russia” had been created for the American elite.

In an interview with Izvestia, he said that several American foundations were both actively informing the Washington elite about their scientific works, hastily written by order of the United States Department of State and the United States Department of Defense, titled “The Failed State: A Guide to Splitting Russia.”

According to Patrushev, the West is trying to undermine the internal unity of our country and our people, to demoralize Russians and instill in them a sense of inferiority.

Earlier, he said scientists should thwart US plans to wage biological warfare against Russia and other countries.
