Vladimir Konstantinov offers use the Crimean experience. After returning to Russia in 2014, the Republic of Crimea and Sevastopol were united into the specially formed Crimean Federal District (KFO). And after the end of the transition period, the KFD was abolished and the two regions that were part of it joined the Southern Federal District (SFD).
