On September 27, the Azerbaijani Defense Ministry announced that it was launching a “counter-offensive operation” in response to the actions of the Armenian Armed Forces, which “fired on the settlements on the contact line in Karabakh.”

As a result of the hostilities, there are civilian and military casualties on both sides. Martial law and mobilization have been declared in Karabakh and Armenia. Partial mobilization has been announced in Azerbaijan, martial law has been introduced in some cities.

According to the National Security Service, foreigners collected information about military equipment belonging to the Armenian Armed Forces, the transportation of weapons, and the locations of military units. The agency’s website says that foreigners collected data on military equipment belonging to the Armenian Armed Forces, arms transportation, the location of military units, as well as the number of mobilized citizens. They were charged under Art. 302 (espionage) and Art. 38-302 of the Criminal Code of the republic (incitement of citizens of Armenia to espionage).

According to the SNB, the spy was recruited during one of his trips to Georgia and passed on information to Baku about military equipment, weapons, and other classified information.

History of the Nagorno-Karabakh conflict

The historical region of Nagorno-Karabakh , the population of most of which is predominantly Armenian, declared independence from Azerbaijan in 1991 under the name of the Nagorno-Karabakh Republic.

From 1992 to 1994, Azerbaijan tried to take the self-proclaimed republic under its control, these were full-scale military operations, Baku and Yerevan used heavy equipment and aviation. The Armenian formations took control of several regions of Azerbaijan, which were not part of the Nagorno-Karabakh autonomy before the conflict. About 15% of Nagorno-Karabakh remained under Baku’s control.

In 1994, the countries agreed to a ceasefire, and the conflict was frozen. The last large-scale exacerbation in the contact zone occurred in April 2016, more than 30 deaths were reported on both sides, and dozens of people were injured.

The parties again agreed on a ceasefire. Azerbaijan does not recognize the self-proclaimed Nagorno-Karabakh Republic and refuses to include its representatives in the negotiations on the settlement of the conflict.
