The State of Qatar, represented by the Ministry of Labor, in cooperation with the Qatar Red Crescent, provides a safe haven for cases subjected to human trafficking, arbitrary expulsion, or those who have legal disputes with their employers, through the Humanitarian Care House, which was opened by the Ministry of Labor in 2019, rehabilitated and reopened in October 2022.

In this house, the Ministry provides accommodation and legal and psychological support by the secretariat of the National Committee to Combat Human Trafficking. The committee also provides free legal services to those affected before the judiciary in order to take their rights and return them to their work or leave them to their country.

For its part, the Qatar Red Crescent supervises the home, provides food and health care, and meets all the requirements of the inmates.

** Mechanism for dealing with complaints

Mr. Nayef Musabeh Al-Shammari, Assistant Secretary of the National Committee for Combating Human Trafficking affiliated to the Ministry of Labor, said: The National Committee receives complaints related to human trafficking through several means, including the hotline specified for this task, or through the website of the concerned national committee, or by referring some complaints by The Labor Department or the Inspection Department at the Ministry of Labor.

He explained that after receiving the complaint and studying it by the specialized team in the secretariat of the National Committee for Combating Human Trafficking, the complainant is referred to the Humanitarian Care Home, which provides him with shelter. The Ministry of Interior, for its part, investigates the complaint and refers the communication to the Public Prosecution.

The shelter is temporary

Mr. Nayef Al-Shammari said that after the inmate enters the Humanitarian Care Home, in coordination with the Qatar Red Crescent, admission policies are applied and services and temporary accommodation are provided to the affected person until his problem is resolved. Legal and psychological support is also provided to him and all his needs are provided until his problem ends and his voluntary return is secured. to his country if he wishes or to amend his legal status in the country.

Al-Shammari pointed out that the inmate initially receives all legal support from the secretariat of the National Committee to Combat Human Trafficking when the complaint is received. at different stages of litigation.

Regarding the period during which the inmate can stay in the Humanitarian Care Home, Mr. Al-Shammari said: The entry and exit system to the Humanitarian Care Home is limited to two weeks, but the Ministry of Labor, in cooperation with the Qatar Red Crescent, does not adhere to this period, because some cases may stay for several months due to the long duration of the case and trials.
