Where does firewood come from?
The gasification of the rural area of Sevastopol continues, but the need for firewood to heat houses and laundries does not decrease.
Therefore, on March 25, 2020, the Legislative Assembly adopted Law No. 568-3C “On the procedure for the exploitation and collection of non-timber forest resources by citizens for their own needs in the forests located in the territory of a constituent entity of the Russian Federation. – the federal city of Sevastopol”.
The law not only gives citizens certain rights to collect dead wood, but also introduces a number of restrictions. In order to avoid misunderstandings and troubles, citizens are advised to seek advice from the state budgetary institution “Directorate of Specially Protected Natural Territories of Regional Importance of the City of Sevastopol and Forests”. It is this company that controls the protected areas and ensures compliance with the procedure for harvesting and collecting dead wood. First, the locations and dates for collecting non-timber resources are agreed. From now on, the collection can be carried out throughout the year. And the gathering places are coordinated for a more homogeneous distribution of pickers.
- For harvesting firewood deadwood, you can use hand tools (axes, saws, chainsaws), cars, – explains the head of the forest protection and protection department Evgeny Pupikov. – It is forbidden to use trucks and specialized vehicles. It is not recommended to drive cars in the forest in rainy weather, so as not to spoil the forest roads. Vehicles must not leave the forest road and travel on the ground cover. Dead wood is collected free of charge and its sale (resale) to third parties is prohibited.
Dead wood is formed by the natural death of branches and trees, following windbreaks and other natural disasters. Dead wood is considered branches and trunks with no signs of life, lying on the ground or having lost contact with the root system. Trees lying on the ground with green foliage or needles are not dead wood, they can continue to grow and produce shoots or seeds. When collecting dead wood, bushes and young tree shoots should not be damaged. Well-standing dry trunks are not dead wood. It’s dry wood. Sawing, cutting, forced breaking and separation of the trunk from the rhizome is not allowed. It is forbidden to collect even the dry remains of plants listed in the Red Book of the Russian Federation and the Red Book of Sevastopol.
Dead wood in the forest can contribute to the spread of fire. In addition, forest pests, insects and fungi settle in dead wood. That is why it is very important to clean the forest from fresh dead wood in a timely manner. Stamping out in forests is done to protect the forest from forest diseases and pests. During such an operation, dead and diseased trees will be removed. But the need for this does not arise often and only according to indications. But dead wood is formed all year round and annually. It can and should be removed from the forest much more often than cutting dead wood. This shows the mutual interest of foresters and collectors of dead wood for the heating of dwellings. Forestry workers ensure that there is no selective collection of dead wood – everything must be collected in succession to eliminate the need for re-collection in the same area. And of course, it is necessary to meet the most popular requirements for visitors to the forest: do not make fires, do not damage the ground cover, do not leave litter.
