According to the official website of the authorities of the capital of the Nenets Autonomous Okrug, with reference to the prosecutor’s office of the Nenets Autonomous Okrug, from March 1, 2023, the concept of “individual means of mobility” was introduced in the Highway Code. In other words, SIM.
Decree of the Government of the Russian Federation dated October 6, 2022 No. 1769, effective from March 1, 2023, introduced the concept of “means of individual mobility (hereinafter referred to as MIM)” into traffic rules – a vehicle having one or more wheels (rollers) designed for the individual movement of a person by means of the use of the engine (electric scooters, electric skateboards, gyroscopic scooters, segways, unicycles and other similar means).
Who can manage the SIM: people over 14 years old; people from 7 to 14 years old – only on sidewalks, pedestrian, bicycle and bicycle paths, as well as in pedestrian zones; persons under 7 years of age (only accompanied by adults – only on sidewalks, pedestrian and cycle paths (on the side of pedestrian traffic), as well as in pedestrian areas.
The movement of people using the SIM card for movement is allowed at a speed not exceeding 25 km/h. In all cases of mixed traffic with pedestrians, cyclists and people using the SIM card to move around, pedestrians have priority.
