Deputy Governor of Primorsky Krai Elena Parkhomenko, in an interview with DEITA.RU, spoke about the progress made in restoring infrastructure after the freezing rain and the plans of the regional authorities, together with the DRSK, to prevent similar situations in the future. The freezing rain really exposed all the energy problems, but it was a really serious phenomenon, the consequences of which were almost impossible to cause.
Accidents and enormous damage were caused by the elements south of Primorye.
“When huge high-voltage towers were built, it was scary. The frost on the wires reached 15 centimeters. At the same time, these shortcomings were revealed which forced companies to review their investment programs “, explains the vice-governor.
First of all, the infrastructure of Artyom and the Nadezhdinsky district underwent restoration. DRSK, as one of the most serious monopoly holders in the network economy, has approved an investment program in the amount of 12 billion. Of these, PJSC RusHydro allocated the first 3.6 billion for free to priority measures.
“The networks were rebuilt on the territory of Vladivostok, bypassing and avoiding the aerial laying of a cable in the ground right at the site that entered the cemetery, where the support collapsed. Such a policy of driving the cable into the ground will be applied in large cities so that there is no risk during precipitation, ”says Elena Parkhomenko.
Serious changes have affected Artem. Dilapidated networks, the private sector and its lackluster wiring diagrams led to frequent blackouts, especially in winter. This year, the investment program is about 170 million for the city of Artem. Within three years to 2024, he was tasked with getting the networks up and running as much as possible. In the Nadezhdinsky district, the DRSK built two new substations, Voyage and Mirage. Gradually, the results of the elements are leveled.
“I think what has been done has seriously changed the situation, but now we are working with the Ministry of Energy on consolidating the power grid complex. This is also due to the mosaic of networks. One network is DRSK, the other is Oboronenergo, or a completely ownerless network. It shouldn’t be. The consumer does not care who has a problem – he has no light at home, ”says Elena Parkhomenko.
There are many small power grids in the region, which have not been invested in their maintenance. However, at the government level, criteria for the classification of power grid companies have been approved, which aim to exclude unscrupulous organizations. Structures must not have less than a certain number of transformer capacities – otherwise they will not be classified as such enterprises.
Parkhomenko expresses optimism about the development of Primorye’s power grids.
“Everything goes to the fact that powerful serious companies will appear with money that will be invested annually in maintenance, and that’s right”, summarizes the vice-governor.
