The Fontanka publication, citing a law enforcement source, writes that Elena Rakhova, a deputy of the Legislative Assembly of St. Petersburg, was charged under article 159, part 4, of the Criminal Code of the Russian Federation (fraud committed by an organized group on a particularly large scale). Rakhova herself said that she did not know anything about it.
“Preliminary investigations are underway. I cannot give any information without the permission of the investigator,” the deputy said in an interview with TV channel 78.
In addition to Rakhova, the headmistress of school No. 619, Irina Baikova, was charged. There are also other defendants in the case, including the deputy director of this educational institution, Ekaterina Koledina.
This is a criminal case about “dead souls”. According to investigators, Rakhova, together with Baikova and her deputy, could have embezzled 28 million rubles allocated to the salaries of employees of the educational institution. Moreover, they were “dummy” – their role was played by relatives and friends of the suspects. Presumably, the money was transferred to the accounts of the school management or withdrawn via ATMs.
The media recalled that Rakhova’s career began in the administration of the Kurortny district of St. Petersburg, the so-called “heritage” of the current governor Alexander Beglov. Previously, Rakhova served as Deputy Head of Kurortny District Administration during the same period Beglov was in charge. Then she was registered in the election committee of the city of St. Petersburg and represented the governor in the Legislative Assembly.
