High-profile criminal cases against large land agents and owners of construction companies have rocked Vladivostok since 2022. The next detention of such an official responsible for the sector department took place on Friday, April 28. Considering the small number of players in the construction market and the servants of the people in it, between whom professional and personal ties have developed, it seems that in Primorye they are trying to earn nothing less than the whole “construction mafia”. The situation was investigated by the TELMENEWS.RU news agency

At the end of the working week, the Primorye prosecutor’s office sent the head of the directorate of the construction of objects of the urban district of Vladivostok Alexander Zhukov and his deputy Larisa Makarova to the remand center. The court issued a two-month detention order. The administrators, as usual, are suspected of having exceeded their powers, namely the payment of invoices for unmanufactured reinforced concrete products worth 245 million rubles.

It should be noted that the construction management itself is an institution subordinate to the Vladivostok City Hall. Various municipal contracts pass through it, mainly in the field of construction and repair of social institutions – kindergartens, schools, security services for these institutions, construction of houses for orphans and resettlement from emergency housing. In addition, the organization’s area of ​​responsibility is surveying for large families.

All these areas have a large public response – the situation with the allocation of land to large families in the city of Vladivostok has generally reached an impasse. As a result, the authorities actually admitted defeat in supporting vulnerable segments of the population, and the City Duma even passed a resolution that money would be given to suffering instead of land – until 382,000 rubles. Given the existing prices for land in the city, the exchange is, of course, not equivalent, but the budget of the main city of Pacific Russia is also not rubber.

But Mr. Zhukov went to the remand center for another project. This is a contract for the construction of housing for orphans and the resettlement of dilapidated and dilapidated housing. In July 2021, a contract was signed between the Directorate of Facility Construction of the District of the City of Vladivostok and the ALLIANCE group of companies from the city of Spas-Klepiki, Ryazan region, for the preparation of documentation and the construction of four apartment buildings in the street. The total amount of the contract is 2.17 billion rubles. Moreover, according to the employees of the Primorsky Krai prosecutor’s office, at first the people of Ryazan had to build everything for 1.28 billion, but in August 2022 an additional agreement was signed, according to which the amount increased to 2 .17 billion rubles, and that’s without any SVO and new sanctions packages against Russia.

Moreover, the first houses were to be built in December 2022. However, December came and it turned out that the object was only 1% ready. So now the deadlines had to be moved, they have already been postponed to December 2023.

A certain piquancy of the situation is given by the fact that the construction was carried out within the framework of the national project “Housing and urban environment”, that is, for federal money. Yes, and inappropriately, the former workplace of Director Zhukov was a similar position in Yuzhno-Sakhalinsk – the head of the capital construction department of the city.

Immediately, rumors circulated about the detainee’s involvement in the team of the governor of Primorye. However, here we can rather speak of a shortage of personnel in the region. Rumors are nothing more than attempts by political strategists to create some kind of excitement around the favorite in the upcoming gubernatorial elections, and Kozhemyako is exactly that, so that later his own information stuffing will win. heroically. By the way, a well-known scheme, which Kozhemyako himself tried to stop, but so far the governor helps ours in the SVO, they are all the same in the arena.

However, Zhukov is not the only professional construction official to have come to the attention of security forces. In recent months, arrests and criminal cases for corruption in construction, landscaping and state land have gained popularity in Vladivostok. The former vice-mayor of the city, Natalya Sokolova, suspected of having exceeded her powers, went to the remand center. His successor, Aleksey Leifer, also fell under the thumb of law enforcement. It’s all about machinations with the land. At the same time, a sensational criminal case is also being conducted on land in the suburbs, where surnames appear, which to one degree or another can be associated with the previous two. By the way, Leifer and Sokolova have an extremely funny situation in general – at different times they headed the Ministry of Lands and Property of the Primorsky Territory, then became deputy mayors and from there went to prison. Obviously, someone cursed the president of the deputy head of Vladivostok.

In the same case (Sokolova and Leifer), Boris Pozdnyakov, a large promoter, owner of Eskadra Group of Companies and almost 70 other companies, was put on the federal wanted list.

Another municipal official, the head of the Vladivostok Public Spaces Directorate, Salavat Galiev, also ended up behind bars. He is suspected of having received a bribe from a contractor who performed one of the state contracts of a subordinate institution.

Former Nadezhdinsky district and Bolshoi Kamen city chief Rustyam Abushaev was burned for land fraud, although the official escaped investigation and only surfaced in the ranks of the fighters of the SVO, so according to established practice, his criminal proceedings have for the moment been stopped or postponed, this is how the situation will develop.

Opposition “Red Governor” and Deputy of the Regional Legislative Assembly Andrei Ishchenko suspected of embezzling several hundred million rubles from the construction site of a building he erected with the help of shareholders, is not far behind.

Considering that all of these people, although not always directly, have communicated, solved common problems, worked together at different times, and that many respected names are prominent in the region’s construction industry, relatives and friends of the ex-mayor, ex-mayor have their own construction companies governor, deputies of regional and city levels, businessmen with ambitions of politicians and patrons, such as the owner of “DNS” Dmitry Alekseev , the question arises whether they are trying to find some kind of octopus from the “construction mafia” that has taken over Vladivostok. In light of all this, the upcoming presentation of the “master plan” for the development of Vladivostok at the Eastern Economic Forum this year may seem very ambiguous. What if Vladimir Vladimirovich asked: “And who will build all this for you?” Everyone was imprisoned.”

And they haven’t started building the city of Sputnik yet.
