The Ministry of Health of Russia has established a list of medical indications, in the presence of which citizens will be denied the provision of social services.
The order was published on the official Internet portal of legal information and signed by the head of the department, Mikhail Murashko.
Aleksey Kuznetsov, Assistant Minister of Health of the Russian Federation and clinical adviser to the Ministry of Health, explained that many discussions were held with clinicians, experts and patient organizations when revising the original draft list.
Contraindications included bacterial tuberculosis and leprosy, as well as substance dependence syndrome.
Psychiatric and behavioral disorders were also present, with symptoms suggestive of socially dangerous acts.
