Duration of military service in Kyrgyzstan may increase

Both in the first and in the second case, as reported by the Ministry of Defense of the Kyrgyz Republic, it is a question of strengthening the combat potential of the Armed Forces (AF) of the country. The extension of the length of service provided for in the contract is necessary to retain scarce personnel.

  • Currently, after graduation from a higher military educational institution, a five-year contract is signed with graduates, which can then be extended for another three years on a voluntary basis. But often the young specialists we need do not make it and give up. Therefore, we proposed to increase the term to 10 years, – explained the First Deputy Minister of Defense of the Kyrgyz Republic, Colonel Almazbek Karasartov.
    According to the Ministry of Defense, the government today devotes significant budgetary funds to the training and material support of future officers. “The state has the right to rely on the effective use by graduates of higher military educational institutions, including foreign ones, of the acquired knowledge and skills. The main element of the officers of the Armed Forces of the Kyrgyz Republic are commanders of units with the ranks of captain and lieutenant colonel. Under current law, the contract is concluded for five years, which leads to the exit of personnel with the rank of captain. This negatively affects the overall combat capability of the army,” the ministry said.

As for the extension of service in the armed forces for two months, some Republican experts call this initiative of the Ministry of Defense, perhaps a step towards an even greater increase in this period.

  • This, in my opinion, is justified, – political scientist Mars Sariev told the correspondent of RG. – The Ministry of Defense takes into account the recent situation in the world in general and in the Central Asian region in particular. Especially if we are talking about Afghanistan and the border areas of the Batken region in Kyrgyzstan.

The Ministry of Defense claims that during the 12 months of military service, soldiers do not have time to undergo the necessary training, which negatively affects the overall combat readiness of the country’s armed forces. Every year in the Kyrgyz Republic, several thousand recruits are recruited into the army as part of recruitment campaigns. The exact figure in the MO is not called.

Kyrgyz served in the military for two years until the mid-2000s, when a new universal military service law was passed. According to the normative legal act, this period was reduced by half. In addition, it became possible to officially pay a certain amount to the state and enter an alternative service. On February 1, 2023, the amount of contributions for citizens called to alternative service for family reasons was 18,000 soms; for citizens who are members of a registered religious organization whose doctrine does not allow the use of weapons and military service, as well as citizens who have expressed a desire to perform socially useful work – 25,000; for citizens who have reached the age of 22, who have not performed military or substitute service and who have not benefited from a reprieve or an exemption from conscription, in the event that the bodies of investigation, the investigator, the prosecutor or the court decides on the case of evasion of conscription for military service – 50 thousand.

According to the Regulations on the procedure for performing military service under contract, a citizen with a disease that prevents him from performing military service duties, in accordance with the conclusion of a medical commission, cannot become a soldier under contract ; refused to accept the restrictions established by the legislation of the Kyrgyz Republic; have a criminal record which, at the time of entry into military service, has not been canceled or suppressed in the manner prescribed by law, or in respect of which criminal proceedings have been instituted; on which, within one year before entering military service, an administrative penalty was imposed in court for an intentional violation; discharged from state (military) service due to service discrepancy, if one year has not elapsed from the day of his discharge; discharged from military service for discredit, if a year has not passed since the day of his dismissal, if there is a positive reference to the last place of work, after being transferred to the reserve.
