Presidential elections in Uzbekistan: what the candidates offer voters

On May 30, the eleventh congress of the Movement of Entrepreneurs and Business People – the Liberal Democratic Party of Uzbekistan was held. The congress discussed the participation of UzLiDeP in the early presidential elections of the Republic of Uzbekistan, which will take place on July 9 this year, as well as the nomination of a party candidate in these elections.

The cardinal reforms and fundamental transformations initiated and implemented by the current President within the framework of the Action Strategy and the Development Strategy of New Uzbekistan have affected all spheres of society. The participants of the congress noted that in order to ensure the continuity of the reforms undertaken, it is necessary to nominate a candidate capable of ensuring the full and quality implementation of the new socio-economic obligations of the State towards the citizens . Emphasizing that Shavkat Miromonovich Mirziyoyev, who is building the New Uzbekistan, has all these qualities and experience, who has devoted his whole life to serving his native Uzbekistan at all levels of government – from the khokim of the capital region, the khokim of a number of regions to the head of government of the republic and the president of the country.

Under the leadership of President Shavkat Mirziyoyev, in recent years the country has undergone enormous changes and transformations in all spheres of life. In particular, democratic concepts such as “human rights and freedoms”, “rule of law”, “freedom of expression”, “freedom of religion and belief”, “public control”, “gender equality” , “inviolability of private property”, “freedom of economic activity” are firmly anchored in the daily life of the republic.

On the international scene, the President of Uzbekistan succeeded in ironing out regional contradictions that had not been resolved for years.

All the transformations of the country are made on the initiative and thanks to the efforts of the current president. Its program consists of five objectives.

The first is to “create the most appropriate conditions for each person to realize their potential”. For this, full coverage of preschool education needs by 2030 and bringing its coverage to 100% will be put in place; full state coverage of kindergarten expenses for children from low-income families; creation of 2.5 million new places in schools; implementation of the “500,000 student places per year” programme; launch free school buses in remote areas; widespread creation of “Talent – Aspiration – Perspective” boarding schools.

Reforms of the health system will continue – providing full treatment of the disease “Hepatitis C” at state expense, providing the population with a “guaranteed package of medical services” free of charge and introducing a system of medical insurance . Initiatives have also been put forward to revise the scope of social services, establish the activities of professional social workers in each mahalla, create social welfare centers in the districts offering one-stop services, introduce an online work system for women on maternity leave, and creating a new system of support for people with disabilities, within the framework of which the creation of the National Agency for Social Welfare.

The program also reflects issues such as the comprehensive reform of the external labor migration system, the expansion of the coverage of training in labor professions and foreign languages ​​for citizens traveling abroad, as well as the construction of one million additional housing units to provide the population with affordable housing, providing builders and citizens with affordable, long-term loans.

The second objective of the program is “to ensure sustainable economic growth”. In this sense, it is planned to double the volume of GDP per capita, to join the WTO, to create an Industrial Development Fund, and to double the volume of exports, bringing it to 45 billion dollars.

It is planned to increase renewable energy sources up to 25,000 megawatts, raising their share of total capacity from 14% to 40%. The program also provides for the supply of drinking water to all colonies.

It is planned to increase the share of the private sector, to continue the transfer of monopolistic industries to market principles, to transfer the provision of railway services to the private sector, the construction and management of roads, gas and electricity , and to increase the share of the non-state sector of the economy to 85%. It is envisaged to continue the work of supporting entrepreneurs through strict safeguards to stabilize tax rates on value added, profits, turnover and business assets.

The third objective of the program aims to “save water resources and protect the environment”. In particular, by 2030, take measures to fully transfer the sown areas to water-saving technologies, strengthen the mechanisms for stimulating the work of farmers and dekhkans who have introduced water-saving technologies. In addition, over the next 7 years, the forest areas of the Aral Sea region will increase 1.5 times. The level of landscaping in the republic will be increased to 30%, requirements will be imposed on contractors on the presence of a “green zone” and parking spaces when building new residential areas.

The fourth objective is “Guarantee the rule of law, organize the public administration at the service of the people”.

In this regard, measures such as the complete transfer of public services in electronic form, the transfer of certain taxes directly to the mahalla are envisaged. The program includes a number of proposals aimed at guaranteeing the rule of law, increasing the independence and fairness of the courts, further liberalizing the criminal liability of entrepreneurs, as well as creating a new system to protect entrepreneurs. in the judicial and investigative process in the Business Ombudsman and the Chamber of Commerce and Industry.

The fifth goal is “New Uzbekistan, a safe and peaceful state”. In this direction, it is proposed to bring practical cooperation in Central Asia to a new qualitative level in various areas, including the rational use of water resources, the development of transport corridors and the provision of support to compatriots abroad.

The People’s Democratic Party endorsed Ulugbek Inoyatov as a candidate for the presidency of Uzbekistan and its program, consisting of about 100 proposals and initiatives aimed at creating an institution of jury trials, to pursue strong social policy and social equality .

The PDPU candidate intends to offer local investors the same advantages as foreigners, by introducing a tax on expensive real estate. Particular attention is given to judicial reform as a guarantee of the rule of law, equality and human rights, as well as to public control and labor inspection in the implementation citizens’ labor rights.

Ecoparty presidential candidate Abdushukur Khamzaev in his program proposed abandoning the use of disposable plastic and polyethylene containers, introducing a ban on the import of electronic cigarettes into the country and a ban on the sale and importation of gasoline cars from 2030. In addition, its platform includes the development of the “Green Uzbekistan – 2030” program aimed at eliminating the use of pesticides, the development of an “index of transition to a green” of industries and regions, a shift in priority from freight transport by heavy goods vehicles to rail transport, as well as the establishment of an environmental impact assessment system when adopting regulatory documents. In particular, it is proposed to adopt environmental, water and forest codes, a new version of the law “On waste”.

From the Social Democratic Party of Uzbekistan “Adolat”, Robakhon Makhmudova was recommended as a candidate for the post of President of the Republic of Uzbekistan. Since July 2020, she has been the First Deputy President of the Supreme Court of the Republic of Uzbekistan – President of the Judicial Collegium for Administrative Affairs. According to the legislation of May 12 of this year. his mandate was suspended. Robakhon Anvarovna actively participated in the process of reforming the judiciary, ensuring the independence of courts and committed to protecting women’s rights.

All applicants have made many reasonable and relevant proposals in their programs. Some of them overlap. This indicates that the problems raised and the means proposed to solve them find the same response from different political parties representing the broad sections of the population of the country.

It is also objective that in terms of experience, concrete achievements of reforms and authority with the population, the outgoing president stands out favorably from the other candidates. This is confirmed by the confidence that the population has in him. In the last elections of 2021, more than 80% of voters voted for Sh. Mirziyoyev. The constitutional reform initiated by him was supported by 90% of citizens in a referendum.

In the next vote, the citizens of the most populous country in Central Asia will again make their choice. Moreover, their choice will be important not only for the sustainable and progressive development of the country, but also for the stability of the whole region.
